“The SAPO approved by Ballot Measure 31-96 states that it becomes effective immediately upon certification of approval by the voters of Union County. By its own terms, it has been adopted and we do not need to adopt an ordinance for it to become effective.” This is the reason we could not get our hands on a viable copy of the ordinance itself. You will need to refer to the write-up of Measure 31-96 which was posted for public view.
