RESOLUTION 2021-03 DECLARING HOT SPRINGS COUNTY A SECOND AMENDMENT SANCTUARY COUNTY

WHEREAS, the Constitution of the United States of America is the supreme law of our nation. The Second Amendment to the Constitution states “A well-regulated militia being necessary to the security of a free State, the right of the people to keep and bear arms shall not be infringed”; and

WHEREAS, the Constitution of the State of Wyoming in Article 1, Section 24 states, “The right of citizens to bear arms in the defense of themselves and the state shall not be denied”; and

WHEREAS, the right of the citizens to keep and bear arms is guaranteed as an individual right under the Second Amendment to the United States Constitution and under the Constitution of the Sate of Wyoming; and

WHEREAS, the right of the citizens to keep and bear arms for the defense of Life, Liberty and Property is regarded as an inalienable right by the citizens of Hot Springs County, Wyoming; and

WHEREAS, the citizens of Hot Springs County, Wyoming derive economic benefit from all safe forms of firearm recreation, hunting and shooting conducted within Hot Springs County as allowed under the United States and Wyoming Constitutions;

WHEREAS, it is the desire of the Hot Springs County Board of Commissioners and the Hot Springs County Sheriff to declare their support of the Second Amendment to the Constitution of the United States of America and Article 1, Section 24 of the Constitution of Wyoming protecting citizens’ inalienable and individual right to keep and bear arms; and

WHEREAS, the members of the Hot Springs County Board of Commissioners took an oath to support and defend the Constitutions of the United States and the State of Wyoming; and

WHEREAS, the Sheriff of Hot Springs County took an oath to support and defend the Constitutions of the United States and the State of Wyoming.

NOW, THEREFORE, BE IT RESOLVED no Hot Springs County, Wyoming money, resources or personnel can be used in a manner contrary to the Second Amendment, as the right of law abiding citizens to keep and bear arms is guaranteed as an individual right under the Second Amendment to the United States Constitution and under the Constitution of the State of Wyoming.

NOW, THEREFORE, BE IT FURTHER RESOLVED that Hot Springs County Board of Commissioners and the Hot Springs County Sheriff strongly support the Second Amendment of the Constitution of the United States of America and Article 1, Section 24 of the Constitution of the State of Wyoming and that the Board and Sheriff strongly believe that it is an inalienable right of the citizens of Hot Springs County to keep and bear arms for the defense of life, liberty and property; and

NOW FURTHER, BE IT FURTHER RESOLVED to defend the rights and liberties of the citizens of Hot Springs County, the Hot Springs County Board of County Commissioners hereby declares Hot Springs County, Wyoming a “Second Amendment Sanctuary County.”
