Declaring Carroll County a United States of American Second Amendment and Ohio Article 1, Section 4 Preservation County
WHEREAS, the Second Amendment of the United States Constitution reads “A well-regulated Militia, being necessary to the security of a free state, the right of the people to keep and bear Arms, shall not be infringed.” And the Ohio Constitution reads “The people have the right to bear arms for their defense and security;” and
WHEREAS, certain legislation that has or may be introduced in the Ohio State Legislature, and certain legislation that has or may be introduced in the United States Congress could have the effect of infringing on the rights of law abiding citizens to keep and bear arms, as guaranteed by the Second Amendment to the United States Constitution and Article I, Section 4 of the Constitution of Ohio, and
WHEREAS, the Carroll County Board of Commissioners wishes to express its commitment to the Constitutional rights of all citizens of Carroll County, and
WHEREAS, the Carroll County Board of Commissioners wishes to express opposition to any law that would restrict the Second Amendment of the United States Constitution and Ohio Article I, Section 4 rights of the citizens of Carroll County, and
WHEREAS, the Carroll County Board of Commissioners wishes to express its intent to stand as a preservation county for Second Amendment of the United States Constitution and Ohio Article I, Section 4 rights and to oppose all efforts to restrict such rights.
NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners, Carroll County, Ohio:
That the Carroll County Board of Commissioners hereby express its intent to uphold all Federal and State Constitutional rights of the citizens of Carroll County, Ohio, and
That the Carroll County Board of Commissioners hereby declares Carroll County, Ohio, as a “Second Amendment and Ohio Article I, Section 4 Preservation County”, and
BE IT RESOLVED FURTHER that this Board of Commissioners hereby finds and determines that all formal actions relative to the adoption of this resolution were taken in an open meeting of this Board and that all deliberations of this Board which resulted in this formal action were taken in meetings open to the public in full compliance with applicable legal requirements, including ORC 121.22.
