Highland County commissioners Jeff Duncan, Terry Britton and Gary Abernathy heard a report from Highland County Job & Family Services director Katie Smith and approved a proclamation supporting the Second Amendment and the rest of the Bill of Rights during their Wednesday, Feb. 12 2020 meeting.
